Health testing is not always 'pass' or 'fail', rarely are things so black and white. Health testing should be done to look at the dog as a whole and take everything into account, good and bad, before making any decisions on breeding. We must also understand that health testing does not guarantee anything. I've seen many cases where Shikoku with Good/Excellent hips have produced dogs with HD and vice versa, I've seen cases of mild/moderate produce Good hips. We do the best we can with the information we have but we are not Gods and we cannot hand pick what is passed on and what isn't. We do not have a large enough population to toss out dogs with minor health issues just to
